Public Rekor permanence

Some packages may carry a PermanenceAnchor (Sigstore Rekor). When a real search.sigstore.dev entry exists, TrustView shows a Public Ledger link. Inclusion is not endorsement. Offline crypto verify on this host is still being hardened.
